Article 22. The Minister of Transport issues, competence certification for an airman (hereinafter referred to as "competence certification") for a person who will perform air navigation services, which an application for such is submitted.
(Competence Certificate)
Article 23. Competence certification is established when a competence certificate for airmen (hereinafter referred to as "competence certificate") is issued to the applicant.
(Qualifications)
Article 24. Competence certification is required for qualified personnel in the following positions.
Airline transport pilot;
Commercial pilot;
Private pilot;
First class flight navigator;
Second class flight navigator:
Flight engineer;
Flight radio operator;
First class aircraft maintenance technician;
Second class aircraft maintenance technician;
Third class aircraft maintenance technician;
Aircraft overhaul technician.
(Rating on Competence Certificate)
Article 25. The Minister of Transport shall indicate aircraft category ratings on competence certification for a airline transport pilot, commercial pilot, private pilot, flight engineer, first class aircraft maintenance technician, second class aircraft maintenance technician, or third class aircraft maintenance technician under the preceding Article as specified by Ordinances of the Ministry of Transport.
2. The Minister of Transport ma;' indicate class or type ratings on the competence certificate under the preceding paragraph as specified by Ordinances of the Ministry of Transport.
3. The Minister of Transport may indicate ratings of the functions which may be performed, on the competence certificate for aircraft overhaul technicians under the preceding Article as specified by Ordinances of the Ministry of Transport.
